<p style="text-align:justify;">Sony's specialty division Sony Pictures Classics has picked up the US distribution rights for <em>Broken Embraces</em> (original title <em>Los Abrazos Rotos</em>), the latest movie from acclaimed Spanish director Pedro Almodóvar (<em>Volver</em>). This is somewhat surprising because while Sony has distributed many of Almodóvar's films in the past, Universal Pictures participated in the financing.</p>
<p style="text-align:justify;">In other words, yet another foreign film that Americans won't see unless they live in a big city and are actually aware of its release. Why can't US companies give international films big releases? Some people argue that Americans won't read subtitles, to this I reply <em>The Passion Of The Christ</em>, <em>Crouching Tiger, Hidden Dragon</em>, <em>Apocalypto</em>, etc... All you need to do is market the film well and reap the rewards. And for those who won't read subtitles, dubbing works well for American films overeseas.</p>
<p style="text-align:justify;"><em>Broken Embraces</em> will be a film-noir thriller centering on a four-person love story and reunites Pedro Almodóvar with <em>Volver</em> actresses Penélope Cruz and Blanca Portillo as well as actor Lluís Homar (<em>Bad Education</em>). It will premiere in Spain on March of next year.</p>

<content:encoded><![CDATA[<p>Ok I am totally biased about this film because a) I love Woody Allen movies, b) I love Spain, having lived there and studied Spanish for over 20 years and c) because Penelope Cruz is a favorite actress of mine.  I was destined to see this movie. Though that may disqualify me as an objective reviewer, I can say that artsy movie goers will really enjoy this film.</p>
<p>Two diametrically different women decide to spend 2 months in Barcelona and share adventures with a charming bohemian don Juan artist type, Juan Antonio, who propositions them within 5 minutes of approaching them at a local bar.  An omniscient narrator relates the story in 3rd person as you watch the series of interrelated events that unfold in unpredictable and at times awkward ways.</p>
<p>Vicky is the classic type-A New Yorker you see in a lot of Allen's movies -- control freak, has her life planned to the gils, seriously needs a drink and is probably repressing all joy in her life.  Cristina is the classic easy lay American women are rumored to be -- she's the hippy, what you'd call someone with very little direction, any which way the wind blows, she goes.  Her best line in the movie is, " I'll go to your room, but you'll have to seduce me."</p>
<p>It's Maria Elena that takes the cake though -- she is the depressed, super talented psycho bitch on wheels that is Juan Antonio's ex-wife, inspiration and mentor for the budding photographer Cristina. The interplay between a recently-returned Maria Elena staying with Juan Antonio and Cristina, who has moved-in, is classic Woody Allen -- high strung New York romantic dysfunction transferred to Iberian situational dialogue rather than a Jewish stetl. Therein lies its genius.</p>
<p>The contrasts in the movie are also classic Allen -- Vicky and Cristina, Vicky and the unhappy and cheating hostess, Juan Antonio and Vicky's husband, Doug,  Barcelona and New York. You don't have to have been to Spain to get that once again, this is a relationship movie and that human weakness, especially in relationships, transfers across cultures.</p>
<p>And oh, by the way, for the guys who could care less abou Allen, Spain, art movies or relationship crap -- there is the three-some and Cruz kissing Johansson.</p>
<p>Go see the movie, it's probably not good as a wedding anniversary movie, but as a date movie, it's great, it will spark interesting conversation.</p>

<content:encoded><![CDATA[<p>Yesterday I got some of my final things from my old apartment. I ran in and out with a little white dress while my scrouge like roommates and their new flatmate sat at the table like the evil step sisters in Cinderella. Though the insecurity of living out of boxes and plastic bags can be wearing on the soul, I realize it's better than living in situations such as the one I am leaving. </p>
<p>But what is next for me? I am floating for the moment, though justifiably so. All the sudden the city that has seemed my home reminds me of a tourist destination, a place I'm only temporarily visiting. </p>
<p>Kevin, who doesn't live in the city quite yet, often comes to see me from San Jose. Usually he stays with me, but my precarious sleeping arrangements have made it so that this has become quite a complicated matter. Yesterday we headed to Ocean Beach later in the day. The sun was still up, and it was heavily populated despite that the evening was soon coming.</p>
<p>Just the day before we had hung out and caught a movie at a weird theater in the Stonestown Plaza. It was "Tell No One" a French thriller that came out in 2006, but only hit USA shores recently due to the fact that many thought it's plot was too complicated for American audiences (I'm not joking about that btw). I say the theater is weird, because it didn't feel like it was in San Francisco. It reminded me of a theater near my hometown in Pennsylvania. It was populated by old people and a practically ghost like entry way which required you to yell "Excuse me" if you wanted someone to ring you up for your pop corn. </p>
<p>The movie was excellent, and I had no idea what was going on till the end. The color schemes especially attracted me. The movie opened with an Ottis Redding track making it seem somewhat vintage. Perhaps this caused me to see some old school connection to it. I did notice a brown-orange trend in the color scheme though. I imagine they used a film camera to make it, and I would be interested in finding out which one. </p>
<p>Despite that we'd just seen a movie, Kevin and I decided to see Woody Allen's <em>Vicky, Cristina, Barcelona</em> following our trip to the beach. We missed the earlier showing because we had to pick up stuff from my old place, so we went and had dinner in Japantown to pass the time. We ate lightly and drank heavily (three large crafts of sake one hot, two cold). We went to the Kabuki theater, and definitely didn't have to compete for a seat (the show was at 10:10). </p>
<p><em>Vicky, Cristina, Barcelona</em> is definitely one of Allen's best films in a long time. I particularly enjoyed the use of voice over in the film. The characters were highly developed. I was worried that Scarlette Johannson would be used as a sex pod, but her character's confusion about what she wanted in life made her far too real to be a mere icon. Johansson also acted and looked very different from other films she has been in, especially in Matchpoint. Penelope Cruz did an especially good job. I never doubted her character was a crazed nut for one second. I liked the movie so much I'd see it again.</p>
<p>Following the movie we decided we wanted to be alone. We called around looking for hotels and finally settled on a motor lodge in the Castro. We picked a dark room so we could sleep in late. By the time we even found a place it was 2. When I was waiting to get our key I was reminded of my hotel searches in Mexico a month earlier, except there it made sense that I wouldn't have a place to sleep at night. </p>
<p>This morning I woke up thinking about my parents, and how I missed Philadelphia. I feel so far from where I am from and the things that have made me. I know this is just a symptom of my situation, but the feeling can be rather overwhelming at times. Something seems different is all I know. I don't think it is a bad thing, but a change is about to take place. Or maybe nothing will happen at all.</p>

<p>Antes de ayer volví a ver la película Blow. La historia de George Jung, el traficante que estableció el mercado de la cocaína en Estados Unidos en la época de los 70. Con Johnny Deep como George Jung, Penelope Cruz, Jordi Mollà y papelazo de Ray Liotta (nunca he visto envejecer a alguien en un filme tan bien).</p>
<p>Es imposible explicar esto sin desvelar parte de la película, para quien no la haya visto. Asi que intentare hacerlo lo mejor que pueda.</p>
<p>George Jung, durante su intensa vida, tiene una hija: Kristina Jung. La que hace darse cuenta que todo en esta vida no es el dinero. I justo antes de dar el último y fallido golpe en 1994, le hace una promesa, la cual al ser sentenciado durante 30 años en prisión no pudo cumplir.</p>
<p>La cinta es del 2001, y termina con un texto diciendo así: George Jung es sentenciado en Otisville Federal Correctional Institute hasta el 2015. Kristina Sunshine Jung aun no ha visitado su padre. Bueno pues, en 2002 un año después de que Blow se estrenara en los cines, su hija Kristina visito a su padre. Dijo que sentía no haber ido antes.</p>
<p>Realmente una historia de maduración personal, emotiva, a pesar del tema del que trata. Tanto la relación con su padre, como con su hija. Una de mis películas favoritas.</p>

Frankly, looking at the dreadful products he’s put out this millennium, we could do without the reminder. Better yet, we could do to aim a machine gun at Woody’s head and unload a few rounds. Unfortunately, Allen’s latest sets out to prove not only that his heart is still beating, but that his penis is similarly in working condition. While this is far more information than anybody other than his daughter wife needs to know, <em>Vicky Christina Barcelona</em> boils down to Woody Allen convincing Scarlet Johansson to prance around in skimpy outfits and make out with Javier Bardem, Penelope Cruz, and, at times, both. While all straight men owe a debt of gratitude to Allen for the chance to see Cruz and Johansson go at it, it is not worth sitting through this awful, pointless film just to experience the momentary glory.</span></p>

Does anyone think this could make for a gripping, moving, or, at the very least, watchable film? Packed with dumb and useless narration, Woody Allen has stopped trying to be clever, witty, or relevant, and <em>Vicky Christina Barcelona</em> is proof of that. Worse, he has centered his last crumbs of creativity around Scarlet Johansson, who has in her acting repertoire one facial expression and one tone of voice to accompany one fantastic rack. When you have terrible dialogue, I guess the best strategy is to only hire actors without a modicum of talent who are only known for their looks, but all it means is that Woody Allen, still searching for a place where people don’t think he’s a gross pedophile, has found a new location to make his shitty movies.</span></p>

<p>Allen publicó en una columna del diario <em>The New York Times</em> que al actor español se le hacía muy difícil el rodaje de las escenas más sensuales de la película, informó la página de internet <em>20minutos.es</em>.
<p>El director asegura que Bardem necesitó de su ayuda para lograr las escenas, pues no sabía cómo quitarle la ropa a Penélope Cruz, así que él mismo tuvo que interpretar al personaje de Bardem para que éste entendiera cómo hacerlo.
<p>No obstante, después de las explicaciones de Allen, Bardem lograba realizar las escenas como se requería.
<p>En tono de broma, Allen también reveló que era tal el interés que mostraban en él Penélope Cruz y Scarlett Johansson que hasta llegó a pensar en acostarse con las dos. </p>

Movies are a great diversion, he says, "because it's much more pleasant to be obsessed over how the hero gets out of his predicament than it is over how I get out of mine."</p>

<li>Dupa trei ani si aproape cinci luni de zile de cand ma aflu in SUA, iata, ieri a fost prima oara cand am calcat intr-un cinematograf. Asta dupa ce micutul cinematograf Carmike de $2 filmul din Clemsonul meu "natal" si-a dat obstescul sfarsit (nu m-a atras niciodata cu adevarat, unicul film pe care as fi vrut sa-l vad a fost Razboiul stelelor partea a treia, insa pesemne ca eram prea ocupat ori prea deprimat ca sa ma deranjez in timp util). Cinematograful Landmark din Atlanta are vreo opt sali, are popcorn  (in jur de 4-5 dolari cornetul, in functie de marime), suc si apa minerala (iar vreo 4-5 dolari, in functie de gusturi), plus, dupa cum am aflat dintr-un pliant, are si un program de cineclub cu filme independente si straine (adica non-americane), duminica dimineata la ora zece, de sapte ori pe an. Clubul prezinta in avanpremiera filme inainte de lansarea lor in America si fiecare vizionare este urmata de o discutie moderata de un profesor de studii cinematografice. Ma bate gandul sa ma inscriu, m-ar costa $89 cu discount pentru primul an, cam $13 per show, atata ca filmele nu sunt intotdeauna geniale.</li>

<p>Sa revin la subiect. Onoarea pe taram american i-am facut-o prima data unui regizor american, taman Woody Allen din titlu. Eram eu cam curios deja privitor la noile fapte de arme ale vechiului comic, si stiam ca trece printr-o perioada europeana. Asa ca am ajuns sa vad filmul lui spaniol, iata cateva imagini de la lansarea lui in Los Angeles: <span style='text-align:center; display: block;'><object width='425' height='350'><param name='movie' value='http://www.youtube.com/v/4qyF-z6dEg8'></param><param name='wmode' value='transparent'></param><embed src='http://www.youtube.com/v/4qyF-z6dEg8&rel=0' type='application/x-shockwave-flash' wmode='transparent' width='425' height='350'></embed></object></span>. De aceasta data, filmul nu a fost neaparat comedie (desi replici comice are cu prisosinta) si nici Woody Allen nu a aparut, nici macar in voice-over (desi prezenta i-am simtit-o, mai ales in secventa cu gazda binevoitoare ce-i destainuia lui Vicky franturi din dialogurile ei cu psihoterapeutul). De fapt constructia Allen-iana, bazata pe "bagajul anterior" al personajelor si pe mici intamplari care pot schimba destine, este la ea acasa in acest film. Iar in loc de muzica demna de "Radio Days" a aparut un cantecel pe spaniola care te introduce perfect in atmosfera filmului. Atmosfera dominata de arhitectura lui Antonio Gaudi, cea care le-a adunat si pe protagonistele noastre la Barcelona.</p>
<p>Avem asadar doua turiste americance, prietene, calatorind impreuna prin Spania. Bruneta Vicky, care urmeaza sa se casatoreasca cu un tip serios si cu o slujba bine platita in State, si blonda Cristina (Scarlet Johansson), care a acumulat deja cateva deceptii amoroase la activ, desi nu-i vine greu sa riste in dragoste. Ele urmeaza sa-si petreaca vara in Barcelona, locuind la o familie de americani de treaba, ceva mai in varsta. Gazda se ofera sa le arate cateva dintre atractiile orasului, atractii printre care, la un moment dat, se afla si o expozitie de pictura. Discret, apare in imagine si pictorul Juan Antonio (un Javier Bardem total de nerecunoscut dupa rolul din "No Country for Old Men"), despre care aflam o istorie incarcata, un scandal monden cu fosta sa sotie, unul dintre ei l-a amenintat pe celalalt cu cutitul. Imediat dupa aceea, fetele iau cina la restaurant, unde il remarca pe pictor. Pare-se ca ocheadele Cristinei sunt remarcate de catre acesta, asa ca urmeaza secventa pe care o vedeti in prezentarea de pe Youtube, in care Juan Antonio le invita la Oviedo, ca sa vada impreuna o sculptura care pe el personal il inspira (plus niste propuneri indecente, dintre care trebuie sa tinem minte: "we'll make love", "all three"). Vicky, care prefera siguranta, nici gand sa intre in joc (si aici mi-a amintit de barbatul ca si casatorit din Genunchiul Clarei a lui Eric Rohmer). Cristina insa ii strica jocul, asa ca ii vedem pe tustrei mergand cu avionul spre Oviedo. Acolo, blonda Cristina este foarte receptiva la avansurile si in general stilul de viata al artistului Juan Antonio, asa ca o vedem si dupa cina in camera lui (iarasi, atentie la expresia "a counter-intuitive relationship). Numai ca nu va cadea la cearsaf, sau mai degraba va cadea prea bine, cert este ca din cauza unei indigestii,ea nu va mai conta in restul week-endului in Oviedo.</p>
<p>Cum-necum, a doua zi Vicky isi petrece timpul impreuna cu Juan Antonio, chiar ii viziteaza tatal, un poet batran si nepublicat, un fel de geniu care decide ca lumea este nedemna de a beneficia de produsele creatiei sale (ceva gen Pasadia lui Matei Caragiale), care ii spune fiului ca inca are vise erotice cu fosta lui nevasta(!). Pe scurt, Vicky se descopera pe sine dezvaluindu-se treptat si renuntand la siguranta pana ce, dupa o seara cu muzica spaniola de chitara, ajunge in mod natural sa faca dragoste cu Juan Antonio (o adevarata relatie contra-intuitiva).  Si, in timp ce se infiripa legatura intre Cristina si Juan Antonio, o vedem pe Vicky ca nu mai raspunde la mesajele pasionate ale viitorului sau sot. Ajunge de fapt pana acolo incat sa fie tare incurcata cand acesta ii propune ca el sa mearga si el la Barcelona si sa se casatoreasca acolo, urmand ca ceremonia sa aiba loc tot in toamna, dupa program, la reintoarcerea in State.</p>
<p>Cristina se muta in final la Juan Antonio, care, ca orice artist, prefera sa aiba in preajma o femeie (citat aproximativ). Relatia evolueaza, intelegem pana si cate ceva din profunzimea, dar si fragilitatea relatiei sale cu fosta sotie: o iubire furtunoasa, careia se pare ca ii lipsea totusi un ingredient fundamental ca sa poata dura. La un moment dat insa, Juan Antonio o aduce in casa, pentru a locui in casa de oaspeti, pe fosta sa sotie (Penelope Cruz), dupa ce aceasta a incercat sa se sinucida.</p>
<p>De aici incolo avem mai multe directii. Pe de o parte declinul relatiei Cristina-Juan, pe de alta parte urcarea la orizont a fostei sotii a lui Juan, pe de o parte prin faptul ca o initiaza pe Cristina in arta fotografica, pe de alta parte ca incepe sa joace un rol activ in viata casei: cei doi soti se regasesc in pat, acum ca descopera faptul ca rolul jucat de Cristina ca zona-tampon este tocmai elementul care le lipsea relatiei lor ca sa poata dura, dar si o relatie intima intre cele doua femei.</p>
<p>Vicky ajunge la un moment dat sa-i spuna, cand se intalnesc intamplator, lui Juan Antonio, ca nu a uitat ce s-a intamplat intre ei, dar pe de alta parte nu pate refuza sosirea logodnicului la Barcelona (care descopera, cu uimire, cat de focoasa a devenit ea intre timp, prin contagiune de la pasiunea spaniola care pluteste in aer - scena cea mai hilara a intregului film, dupa mine). Cei patru ajung sa se si intalneasca, iar din intamplare (Juan Antonio vrea sa o mangaie cu piciorul pe sub masa pe Cristina, insa din greseala o mangaie pe Vicky) ajung iarasi sa vorbeasca despre ei, Vicky ii spune ca nu poate renunta la ceea ce are deja.</p>
<p>Inca un eveniment mai are loc: Vicky isi vede gazda sarutandu-se cu asociatul sotului ei, iar gazda o invita in oras ca sa-i explice ce se intampla de fapt. Astfel, relatia dintre cele doua femei de generatii diferite se adanceste. Femeia mai in varsta afla despre pasiunea ei pentru pictor, si nu intelege ce o retine ca sa dea frau liber iubirii sale.</p>
<p>Iarasi doua evenimente paralele. Pe de o parte, prejudecatile Cristinei inving, ea descopera astfel ca, desi se considera "open-minded", nu poate suporta la nesfarsit situatia, si decide sa paraseasca tripleta, dupa un moment de deja-vu al sfarsitului relatiilor sale anterioare. Pe de alta parte avem casatoria lui Vicky cu logodnicul ei american, la care Cristina vine singura, Juan Antonio invocand un motiv oarecare pentru a lipsi.</p>
<p>Filmul este aproape gata: Cristina este libera, si afla cu stupoare despre cele intamplate pe cand ea bolea in camera ei de hotel, spunand ca s-ar fi dat cu placere la o parte, iar relatia lui Juan Antonio cu fosta sa sotie se termina iarasi intr-un mod destul de vocal. Vara se apropie de sfarsit, si totusi gazda ii mai ofera lui Vicky o ocazie de a se mai confrunta o data cu sansa vietii ei.</p>
<p>Las finalul nepovestit, intai pentru ca imi dau seama ca ar fi fost bine sa structurez mai bine povestea, dand mai putine detalii, iar apoi ca sa las o farama de libertate si de surpriza spectatorilor filmului, asta daca si cand va fi difuzat in Romania.</p>
<p>Ma pregatesc pentru Fatih Akin's Edge of Heaven si pentru Brothers Coen's Burn After Reading, asta insemnand urmatoarele doua saptamani la cinematograful Landmark din Atlanta. Si poate pentru cineclub, daca ma hotarasc sa ma inscriu.</p>

<content:encoded><![CDATA[<p align="left">The brave "hurricane hunters" work for the National Oceanic and Atmospheric Administration (NOAA). Each mission lasts about ten hours, with the crews passing four to six times through the storm. The planes carry radar, sophisticated computers, and weather instruments that determine characteristics such as temperature, air pressure, wind speed, and wind direction inside the hurricane. The crews also release instruments that measure temperature, air pressure, and wind at different levels as the devices drop through the hurricane toward the ocean.</p>
<p align="left">By mission's end, NOAA can warn everyone in the hurricane's path. "We love flying into hurricanes," says Kenul. "What we do helps a lot of people." Plus it's like getting all the free "roller coaster rides" they can take!</p>

The average life of a hurricane is nine days. The hurricane is most destructive during its first 12 hours onshore. A typical eye measures 20 miles (32 kilometers) across.</p>
<p align="left"><span style="color:#cc0000;"><strong>IT'S HURRICANE SEASON</strong></span><br />
The record for the most hurricanes in a season is 12, set in 1969. Though hurricanes can occur at any time, the official hurricane season in the Atlantic falls between June 1 and November 30. An average year has six to eight hurricanes, which occur mostly in August, September, and October.</p>

The deadliest hurricane in the United States struck Galveston, Texas, in 1900. A storm surge almost two stories high broke over the city, causing 20-foot (6.1-meter) floods and more than 8,000 deaths. The costliest hurricane was Andrew in 1992, which caused damages totaling more than U.S. $25 billion in parts of Florida, Louisiana, and Georgia.</p>

<p align="left">A monster storm with 150-mile- (241-kilometer-) an-hour winds churns west across the Atlantic Ocean. Scientists at the National Hurricane Center in Miami have tracked it for days using satellite images. Now they're worried it may threaten the United States. It's time for the "hurricane hunters" to go to work!</p>
<p align="left">All ships and airplanes have been warned away from this monster. But two four-engine airplanes, each carrying a flight crew and several scientists, now head toward the storm. Their mission? To collect data inside the hurricane that will tell meteorologists where the storm is going, when it will get there, and how violent it will be.</p>
<p align="left">The planes—nicknamed Kermit and Miss Piggy—take off from Florida and the Caribbean. They fly east over the Atlantic into skies that grow increasingly dark and stormy. Suddenly they disappear inside the clouds—one plane fairly close to the sea surface, and the other much higher in the system.</p>
<p align="left">As the planes struggle toward the eye, the pilots fight intense updrafts and downdrafts. The hurricane pelts the planes with rain and hail. Static electricity builds up and then discharges with a flash and a loud bang, causing the crew's hair to literally stand on end.</p>
<p align="left">"About the last 15 to 20 miles (24 to 32 kilometers) we get into the eye wall," says Greg Bast, a flight engineer, whose job it is to keep the plane's systems operating properly. "That's where we get banged around a lot."</p>
<p align="left">"It's like you're on a roller coaster going down, and then getting shot back up again," adds Philip Kenul, a pilot. "You just have to make sure that when you drop, you don't run out of air and hit the ocean!"</p>

<p>On the cusp of Hurricane Katrina's third<br />
anniversary, nervous Gulf Coast residents watched Wednesday as a<br />
storm threatened to strengthen and crash ashore, testing everything<br />
the city has rebuilt.</p>
<p>Forecasters warned that Gustav had the potential to grow into a<br />
perilous Category 3 hurricane and approach the Gulf Coast by Monday<br />
morning - though cautioned that a storm's track and intensity are<br />
extremely difficult to predict several days in advance.</p>
<p>"We know it's going to head into the Gulf. After that, we're<br />
not sure where it's heading," said Rebecca Waddington, a<br />
meteorologist at the &#60;runtime:topic id="ORGOV0000100"&#62;National Hurricane Center&#60;/runtime:topic&#62;. "For that reason,<br />
everyone in the Gulf needs to be monitoring the storm."</p>
<p>City officials were taking no chances, and drawing blueprints of<br />
how to evacuate the city if necessary. New Orleans plans to<br />
institute a mandatory evacuation order should a Category 3 or<br />
stronger hurricane be within 72 hours of the city.</p>
<p>At a suburban Lowe's store, employees said portable generators,<br />
gasoline cans, bottled water and batteries were selling briskly.<br />
Hotels across south &#60;runtime:topic id="PLGEO100102500000000"&#62;Louisiana&#60;/runtime:topic&#62; reported busy booking business as<br />
coastal residents considered their inland refuge options.</p>
<p>Steve Weaver, 82, and his wife Helen stayed for Katrina - and<br />
wound up being plucked off the roof of their house and by a Coast<br />
Guard helicopter. This time, Weaver said he has no inclination to<br />
stay. "Everybody learned a lesson about staying, so the highways<br />
will be twice as packed this time," Weaver said.</p>
<p>Katrina struck New Orleans on Aug. 29, 2005, and its storm surge<br />
blasted through the levees that protect the city. Eighty percent of<br />
the city was flooded, which set into motion a multibillion-dollar<br />
rebuilding program.</p>
<p>Since then, the Army Corps of Engineers has spent billions of<br />
dollars to improve the levee system. Though experts say the city<br />
and surrounding region are safer from hurricanes, the improved<br />
levee protection is incomplete and holes remain.</p>
<p>Floodgates have been installed on drainage canals in New Orleans<br />
to cut off storm surge from entering the city, and levees have been<br />
raised and in many places strengthened with concrete.</p>
<p>&#60;runtime:topic id="PEPLT006731"&#62;Robert Turner&#60;/runtime:topic&#62; Jr., the regional levee director, said the levee<br />
system can handle a storm with the likelihood of occurring every 30<br />
years, what the corps calls a 30-year storm. By comparison, Katrina<br />
was a 396-year storm.</p>
<p>"There's always the possibility if it comes from the right<br />
direction, and if it is large enough to create storm surge in the<br />
realm of Katrina, that there could be overtopping" of levees,<br />
Turner said.</p>
<p>Gustav formed Monday and roared ashore Tuesday as a Category 1<br />
hurricane near the southern Haitian city of Jacmel with top winds<br />
near 90 mph, toppling palm trees and flooding the city's Victorian<br />
wooden buildings. It triggered flooding and landslides that killed<br />
at least 11 people in the Caribbean. It weakened into a tropical<br />
storm and appeared headed for Cuba, though is likely to grow<br />
stronger in the coming days by feeding on warm open water.</p>
<p>David Nolan, an associate professor at &#60;runtime:topic id="OREDU0000157"&#62;University of Miami&#60;/runtime:topic&#62;'s<br />
Rosenstiel School of Marine and Atmospheric Science, says the<br />
uncertainty surrounding the track and strength of Gustav is "very<br />
large." Forecasts show the storm hitting anywhere from the &#60;runtime:topic id="PLGEO100100400000000"&#62;Florida&#60;/runtime:topic&#62;<br />
Panhandle to &#60;runtime:topic id="PLGEO100104600000000"&#62;Texas&#60;/runtime:topic&#62;.</p>
<p>Making a comparison to Hurricane Katrina is way too speculative<br />
at this early point in the forecast, he said.</p>
<p>"You can't look at this storm and make any comparisons to<br />
Katrina," he said.</p>
<p>Some New Orleans residents weren't deciding on their course of<br />
action just yet. Just blocks from where a levee breached in the<br />
&#60;runtime:topic id="PLGEO100100501254600"&#62;Lakeview&#60;/runtime:topic&#62; neighborhood during Katrina, Lawson "Sonny" Brannan, a<br />
construction company owner, was busy renovating a client's home<br />
Wednesday. A wall of Katrina-driven water up to 15 feet deep wiped<br />
out the home.</p>
<p>He calmly went about his business, but nonetheless kept a<br />
watchful eye on the weather.</p>
<p>"I'm not going to worry about it until I see it in the Gulf,<br />
then I'll make my decisions," Brannan said.</p></div>

<p>New Orleans Mayor C. Ray Nagin, who was a key speaker this morning for the Oregon, Washington and Minnesota delegations at the Democratic National Convention, has decided to return to New Orleans immediately to closely monitor Hurricane Gustav.</p>
<p>Gustav, which has hit the southwest coast of Haiti and is threatening Cuba, appears to be on a likely course toward the U.S. Gulf region. The area, which will mark its third anniversary of the devastation of Hurricanes Katrina and Rita on August 29, is still in the recovery stages.</p>
<p>"While it is too early to tell exactly where Gustav will hit and how strong it will be, I'm deeply concerned about the emotional and psychological effect on our citizens," said Nagin.</p>
<p>"Although we have made strong strides in rebuilding our infrastructure, the levees have not been fully repaired and we have an $800 million budget gap to complete our sewage and water systems," Mayor Nagin continued.<br />
The city of New Orleans has been lobbying the federal government for this funding to revitalize the area for three years and has received less than 50 percent of FEMA funding needed to repair or rebuild key public facilities. In May of this year, the City of New Orleans received notification that it will finally receive Community Development Block Grants (CDBG) that was promised by the federal government.<br />
