But one estate solves them by roping in worker

Dorm not near but problems 'next door'

But one estate solves them by roping in workers for patrols

A DORMITORY for foreign workers may be half a kilometre away, but its problems could still end up on the doorsteps of its neighbours.

In residential areas like Jalan Kayu and Jurong, where foreign-worker dorms have sprung up, littering, loitering and rowdy behaviour are some of the problems residents have had to put up with.

And as more foreigners arrive to work in industries such as construction, where they will live will become a contentious issue.

Early this week, residents in Serangoon Gardens banded together to petition against housing workers in a former school in the neighbourhood.

Though complaints have subsided in Jalan Kayu, where two dorms housing 6,000 workers were built three years ago, some residents say that the problems never really go away.

Neighbourhood committee chairman Terry Fong remembers how there was a barrage of complaints from residents when the dorms went up.

Mostly, they were about Indian and Bangladeshi workers dirtying the neighbourhood by littering and spitting. But there were also concerns about safety as workers had a tendency to loiter in big groups and become drunk and rowdy.

Knowing that something had to be done, the committee roped in several foreign workers late last year to participate in regular patrols around the neighbourhood with the police and local residents.

They were mentors to their peers, helping them understand the laws and social norms of where they lived, said Mr Fong.

There are fewer complaints now, and it is partly a result of getting workers directly involved in security, he felt.

'The majority say it is good that we have this programme, but it is something we have to keep working at,' he said.

The same problems may also plague Serangoon Gardens, if preliminary plans to convert a former school into a workers' dorm go through. Serangoon Gardens Technical School, a proposed site, is less than 10m away from the nearest house along Burghley Drive.

It made headlines this week when residents rallied against the idea. About 1,400 signed a petition, which was handed to Aljunied GRC MPs George Yeo and Lim Hwee Hua on Wednesday.

The Ministry of National Development (MND) confirmed yesterday that the school is just 'one among the sites being studied, and there is no decision to proceed yet'.

But it also noted that the growing number of workers meant that buildings such as the unused Serangoon Gardens school would be needed to meet the housing needs. 'Many state buildings, by their nature, are located in accessible areas. So some are likely to be within or near residential areas,' said the MND.

It was a reiteration of a response made earlier this year to Parliament by Minister for National Development Mah Bow Tan that, given the constraints of land, foreign workers' dorms would eventually be near residential areas.

The Straits Times checked the location of 20 dorms and found that seven were less than 600m away from an apartment block. Dorm operators who spoke to The Straits Times felt that even this distance was too close.

Mr Eric Yeoh, a director of the Ama Keng Hostel in Lim Chu Kang, said a dorm near residents would bring about 'a lot of complaints for sure'.

Another dorm operator said the situation was 'asking for trouble'. The unnamed manager said workers often hung out in groups, and would spit and litter, which people here find unacceptable.

'The workers have had these habits for 20 to 30 years, so it's hard for them to change within a short time,' he said.

In Jurong West Street 61, residents of Block 651A have to deal with boisterous workers converging on their void deck.

The nearest dorm, Blue Stars, is about a 15-minute walk away.

While workers raise their glasses and blast music from their MP3 players, residents keep their windows closed and call the police in to disperse the rowdy crowd. This happens every night.

On weekends, the party goes on till 2am, said residents. When they return to their dorms, they leave a mess behind.

'On Monday morning, there will be bottles lying around, food packets and wrappers. I can even smell urine,' said block resident Ng Hui Ying, 32, a manager who has lived there for six years.

FINDING SUITABLE SITES AN INCREASING CHALLENGE

'Given that Singapore is becoming more built up, it will be an increasing challenge to find suitable sites for foreign workers. Residents may find more foreign workers living in their midst, or dormitory sites located near to their premises.

We hope that Singaporeans will be more understanding and accommodating in this aspect. Foreign workers are here to contribute to our economic growth.

Employers and dormitory operators must also play a part in educating the foreign workers on the social norms and way of life in Singapore, and ensuring that the workers are properly housed.'

Mr Mah Bow Tan, on how dorms will be moving closer to residential areas, in a written parliamentary response earlier this year

Three MI-Reit properties gain $1.3m in revaluation
Revaluations raise carrying amount for portfolio

Three MI-Reit properties gain $1.3m in revaluation

Revaluations raise carrying amount for portfolio to $554.1m from $553.6m

THREE properties under MacarthurCook Industrial Reit (MI-Reit) have gained $1.3 million in value from a year ago in the latest revaluation exercise.

MI-Reit's manager, MacarthurCook Investment Managers (Asia) Ltd, yesterday released new independent valuations for seven industrial properties as at Sept 1. The value of four other properties remained unchanged from the previous year.

Together, the seven properties were valued at $227.6 million as at Sept 1, against $226.3 million a year ago.

Their total book value as at June 30, 2008, was $227.1 million.

The revaluations have raised the carrying amount for MI-Reit's portfolio to $554.1 million, up from $553.6 million reported on June 30, 2008.

MI-Reit has 21 properties in its portfolio - 20 in Singapore and one in Japan. Independent valuations for the remaining 14 properties will be obtained throughout the financial year.

For the first quarter ended June 30, MI-Reit reported a distributable income of $6.62 million, 68 per cent higher than in the same period last year.

This followed a 94 per cent increase in net property income to $9.12 million.

Distribution per unit (DPU) rose 55 per cent year-on-year to 2.35 cents in 1Q09. In a press release last month, MacarthurCook Investment Managers (Asia) said that it expects to deliver a DPU that is in line with recent performance for the coming year.

While the US economic slowdown and global inflation could affect Asia, 'we expect the demand for industrial properties in Singapore and in the Asian region to remain healthy on the back of strong prospects for Asia, albeit at a less brisk pace', said CEO and executive director of the Reit manager, Craig Dunstan.

'Given this economic scenario, organic growth in the portfolio will drive returns in the near future,' he added.

'However, we expect to resume our active acquisition growth strategy once capital market conditions improve.'

MI-Reit's units gained 0.5 cents yesterday to close at 76 cents.

The counter has slid around 29.6 per cent from the start of the year.

People are almost always amazed at how much compressed air your typical air cylinder will consume. Having machinery with air cylinders usually means having an air compressor with real "ooomphhh".

They also write regularly to ask how to figure out how much air an air cylinder (or air cylinders) will consume.

I'm not an engineer, but I did talk to some of those folks, got some formulas, and come up with a spreadsheet that will allow the user to plug in the details of their cylinder, and get a reasonably accurate estimate of the compressed air that one cylinder, or many, will use.

It isn't free, but it's cheap. Here it is!

hey so i was just going to go on a photo walk around my neighborhood, when i go to switch on my cameradizzle and the batteries are dead...

so while it is charging and I am praying that there is still some light out around 8pm (yeah right) I am going to update you on what it is like living in san francisco.

so far, I love it. it is way different from san deigo/vista/oceanside area, but at the same time i know i am still in california. the distance is only a shock when i realize how long of a train ride/drive it will be whenever i want to go home. one of the many pluses is that there are literally no white-supremest bros with their lifted trucks and their skin industries stickers that are 10x too big....you don't know how glad i am of that. There are a ton of people at my school, and alot of them ride bikes which is encouraging to see. And people are def more nice at a university than community college...I try to ride my bike when I can but I live in the very bottom of Daly City, more toward Colma or South San Francisco (we are literally paralled across the freeway from SFO) and there are a ton of hills....and basically i am lazy and out of shape...thus i need to get a bus pass

my classes are so far very easy...as this is the first two weeks and with art classes it really depends on if you have the materials or not, and for my mon/wed we have only had two class meetings so....not much has been accomplished.

later: i did go on my photo walk and i have some pictures but im going to use the time in digital photo to process them and post them later

Residents air dorm fears to their MPs
Serangoon Gardens folk get assurance their worries will be

Residents air dorm fears to their MPs

Serangoon Gardens folk get assurance their worries will be looked into

FOR some time now, Serangoon Gardens resident Kelvin - he did not want his full name used - has been trying to find housing for his firm's foreign workers, with little luck.

So when he found out that the former Serangoon Gardens Technical School might be converted into a foreign worker dormitory, the 38-year-old, who is in the construction business, went into a tizzy.

The reason: The proposed dorm is next to his home, and there is no way, he says, he is willing to accept 'half-naked men' sitting in his neck of the woods.

Last night, Kelvin and about 250 other indignant residents of the firmly middle-class neighbourhood trudged through the rain to make their views known to their Members of Parliament from Aljunied GRC, Mr George Yeo and Ms Lim Hwee Hua.

At a two-hour dialogue, held under a marquee at a park along Chartwell Drive, the residents listed their objections to the proposed move, with some barely able to disguise their anger over it.

Their key worries: Security, traffic congestion caused by vehicles which will ferry the foreign workers to their worksites, and insufficient infrastructure in the area to support over 1,000 new residents.

Madam Lim Chor Yeow, 71, a retired teacher, echoed a view of many when she asked: 'If we have workers coming in here, is it safe for old people?'

Administrative manager Rose Koh, 52, said she would worry about leaving her ageing mother and two young children at home when she left for work.

Others said parks might be overrun by foreign workers. As would buses.

One resident, Mr E.T. Mohan Dass, 60, a programme manager, feared that as foreign workers flood in, the estate's value would go south.

Assuming there were 1,400 households, each worth $1 million, in the estate, he said 'even a 1 per cent drop in asset value (because of the workers' presence) would mean a $14-million loss'. Another, Ms L.S. Lim, 70, urged the authorities to 'think of Singaporeans first'.

Feelings against the dorm plan run high in the estate: A petition against the idea has been started by residents, and has been signed by about 1,400 households so far. There are about 7,000 households in the area.

After hearing their complaints and trying to temper some of their concerns, Mr Yeo and Mrs Lim said they would pass the feedback and petition to the Ministry of National Development.

At the meeting, Mr Yeo said he could understand the residents' position, adding that Serangoon Gardens is a place where 'people feel a lot for the heritage, and we should not upset that'.

But he also asked them not to cast aspersions on foreign workers, as they have 'come to Singapore, and benefit Singapore'. Mrs Lim added that residents' security will be taken into account in the plan.

However, after the dialogue, she admitted to reporters that those living in the estate should have been informed about the plan first-hand, instead of having to read about it in newspapers or get the news from neighbours.

She added that she has been in touch with MND, and is trying to 'bring home the points, the valid concerns that residents have to the minister...'

Mr Yeo also told residents: 'We are not just postmen and women transmitting your views. URA and MND have the final decision, but I assure you we are not doing nothing.'

No parece.

I have found out that Speedaire is a brand of Grainger's, headquartered in the U.S., that there's no such animal as a Speedaire company, and that likely Grainger goes out to the compressor manufacturers of the world to see who will give them best value on compressors, and then Grainger lets a contract to that company to manufacture Speedaire for a certain quantity or a certain time period, I would think.

In any case, if you've been having trouble finding information, check out Speedaire Compressor Parts.

Ministry
19 July 2008 - Tripod, Dublin

So here it is – the last sucker – in more than name, as tonight we’re presented with Ministry’s final gig. Ever. Progenies of thumping, seiminal industrial metal whose legacy can still be heard ringing loudly in everything from Rammstein to Red Harvest. Anthemic stompers such as ‘Thieves’ and ‘Just One Fix’ have sealed their legendary status, and they will be sorely missed. It’s hard to believe that this is their swansong, and indeed Ministry go out in style tonight, as their raucous, politically soaked anthems wash over the sizeable throng amassed in Dublin’s Tripod.

Yet bizarrely, Ministry begin by treading water, setlist-wise that is. Al Jourgensson emerges behind a large chickenwire fence, separating him from the audience, his trademark Stetson and mic-stand resplendent in its antlery glory. He is flanked by his assembled bandmates, most noticeably the ever gurning figure of Prong’s Tommy Victor on guitar. 3 cuts from The Last Sucker open proceedings, best of all being ‘Let’s Go’. The Last Sucker is easily the least interesting of Ministry’s trio of anti-Bush tirades, and it’s a little disconcerting that they chose to open their finale in such a tepid fashion. Luckily, however, ‘No W’ heralds a batch of Houses of the Mole material and things suddenly erupt, both onstage and off. ‘Waiting’ and ‘Worthless’ are both up there with Ministry’s best, and things only get better as ‘Rio Grande Blood’, ‘Senor Pelegro’ and ‘Lies Lies Lies’ puncture the air. The latter is the apex of the night’s first half, as the greatest ‘9/11 was a conspiracy’ rant ever literally flattens an all too receptive crowd.

Ministry’s pot-shot at Bush Snr soon emerges as the steamroller riffs ‘n samples of ‘N.W.O.’ fly off the stage. By now the relentless strobes, menacing background imagery and aforementioned wire meshing give the impression that one is participating in a sort of metal rave, and it’s hard to know whether moshing or dancing would be more appropriate. Al’s voice is as abrasive and threatening as you’d want, and Tommy Victor stomps around the stage looking worryingly unhinged. ‘Just One Fix’, surely the highlight of the evening, has a riff that the likes of Rammstein have been basing their entire careers on for years. The figure of William Burroughs looms above the stage, and from here on in the whole thing is a treat. ‘Thieves’ rolls out of the speakers at full force, and the band close with a storming rendition of ‘What a Wonderful World’. People have decried the emphasis on their last 3 albums, as well as the omission of anything from Filth Pig, The Dark Side of the Spoon, or even their fantastic breakthrough album The Land of Rape and Honey. This may have been somewhat of a glaring oversight on their part, being as it was their last show and everything, but when they did pull out the big guns it was tantamount to a revelation. The world needs bands like Ministry to be a razor sharp thorn in the side of conservatism, and one of the few bands who truly exuded the kind of punk ethic that’s bandied about by so many but actually lived by so few.

Foreign workers? Not in my backyard

Residents of Serangoon Gardens sign petition against converting an unused school in private estate into foreign workers' quarters

FOREIGN workers? Not in our neighbourhood.

More than 600 residents of Serangoon Gardens, a private estate in the north-east, have signed a petition against converting an unused school there into a dormitory for foreign workers.

The Ministry of National Development (MND) confirmed that it is assessing whether Serangoon Gardens Technical School can be converted into quarters for foreign workers, although no decision has been made yet.

The school in Burghley Drive has been vacant for about four years and can possibly house 1,000 workers.

When residents of the estate, which has more than 2,000 homes, heard about the news earlier this week, a petition was started by the residents' committee asking the authorities to reconsider.

The one-page petition said the move would 'create security and social problems and spoil the ambience of the estate'.

'I signed the petition immediately and got 80 of my friends to sign it too,' said retired teacher S. Raja, 69.

MP for Aljunied GRC Lim Hwee Hua said it is 'good that residents are speaking out with an interest' on the issue and encouraged them to give their feedback, which she would convey to MND.

The residents will be meeting Mrs Lim and fellow MP George Yeo, who is also the Foreign Minister, today as part of a dialogue series and will raise the issue.

Especially concerned are the residents who live opposite the former school.

They said that security was their main worry. Many were afraid that their maids might befriend the foreign workers and invite them into their houses while they are out.

Already, with a few construction sites and a small number of workers in the area, there have been problems, they said.

Housewife S.K. Lim, 70, said her sister, who also lives in the neighbourhood, had forgotten to lock her car one evening. A foreign worker was caught trying to steal her CashCard and other items in the car.

Sales executive Josephine Ng, 46, said she has also seen her neighbour's maid letting a man out of the house when her neighbours were on holiday.

'My husband tried to confront the stranger but he ran away,' she said.

Residents were also concerned about loitering, alcoholism and congestion problems along Burghley Drive.

Mrs Raja noted how residents in Little India complained about workers sitting in the void decks drinking and making noise.

'I hope it will not happen in Serangoon Gardens,' she said.

Another retired teacher, Mrs L. Raja, 69, was concerned about taking the bus on Sundays.

'Sometimes, I take the bus to the food centre. With 1,000 workers living here, there would be so many of us using the buses,' she said.

Other residents expected weekday congestion to increase. They pointed out how the narrow roads in the estate are currently packed with parents sending their children to the CHIJ Our Lady of Good Counsel in Burghley Drive.

'During peak hours, the jam is bad already. Can you imagine if there are lorries picking up and dropping off workers?' said Ms Ng.

MND told The Straits Times that while 11 new dormitory sites providing 65,000 additional bed spaces for foreign workers had been released, these will take time to build, so existing buildings will be converted into temporary quarters. The school is one such building being considered.

The ministry is at a preliminary stage of assessing all available properties, and will consider factors like the site, competing uses for the property and residents' feedback.

It said that it sought residents' understanding if they find more foreign workers living in their midst and added that employers and dormitory operators also had to educate the foreigners on the Singapore way of life.

Said Mrs L. Raja: 'It is not that we are not grateful to foreign workers. It is just that we do not want any problems.'

SINGAPORE: Residents

Serangoon Gardens' residents against plan to build workers' dorm

SINGAPORE: Residents of Serangoon Gardens are upset over news that a workers' dormitory may be built at Burghley Drive where Serangoon Garden Technical School used to be located.

Residents' concerns include noise pollution, traffic congestion and the safety of residents – many of whom are retirees.

Over 500 people have signed a petition against the construction, with the intention of presenting it to their MPs at a community dialogue session on Wednesday.

The government announced in February that it would release 11 new dormitory sites to house over 65,000 foreign workers. These dorms are scheduled to be completed in stages by 2010.

But the Ministry of National Development (MND) said temporary facilities have to be built in the meantime, which is why it is reviewing all available vacant state properties to see if they can be converted into dorms.

The Serangoon Gardens site, which has been vacant since 2003, is one of the many properties that are being assessed. MND said it would take into account the other possible uses for the property and residents' feedback.
